Directed Load from DFSRESLB for IMS Catalog API modules

When making a GET request to the IMS Catalog API (DFS3CATQ) the API loads or causes to be loaded 4 modules that reside in the IMS RESLIB DFS3CQ90
DFS3DCNC
DFS3PCNC
DFS3RVRS

By having these module loaded using a non-directed load the RESLIB must be available inthe system search order at the beginning of the task. that is not feasable when the API is being called is environments other than in a Batch job.

Having these modules load via a directed load against DFSRESLB DD if it is available would allow the API to be used in an environment when the RESLIB does not need to be in the system search order.
