restricting the use of the EXTRACT option in IMS Problem Investigator

IMS PI allows the extract of log records to other datasets
This could mean that the user is able to extract private data from the log datasets
There should be a way of restricting the EXTRACT option to only authorised users

for example, 
users may be authorised to only use PI for problem diagnosis
however, at present, they could also use the EXTRACT option to copy those records to another dataset
