IMS Recovery Expert - needs to work with uncatalogued datasets in IMS control region

This idea originates from IBM case # TS011260089. IBM told me to open an RFE which linked me to create an idea for IMS Recovery Solution Pack.

We had a discussion with our development team, we think it is possible to support not cataloged data sets, but it takes considerable time to develop PTF. Current IMS RE is assuming that all data sets are catalogued and does not take DD statement VOLSER parameter into consideration. We need to change many modules to support not catalogued data sets. If you need this enhancement, could you please open an RFE?

In short, I cannot use the IMS Tools to recover databases on some of the IMS systems. This is because some IMS systems have uncatalogued datasets in the STEPLIB of the IMS control region. There is no known way to catalog these datasets to workaround the issue. Because of this, the IMS Tools are not usable on some of the systems. This indefinitely delays my efforts to install the IMS Tools because the main recovery functions are not possible.
