A message should be issued at the end of the Database re-open process during IMS Warm or Emergency Restart

When IMS is restarted either Warm or Emergency all Databases which were previously Open and Authorized are automatically re-opened. This happens right after restart completes unless NOPDBO is coded in DFSVSMxx PROCLIB Member. If dependent region processing is enabled during the DB re-open phase, Applications could get in conflict DB re-opening phase, so that Applications are waiting for DB re-open to complete before getting access to a database. Customer could so use automation to have Dependent Regions start delayed after IMS Restart completes. However there is no indication / message about completion of DB re-open phase to be used as trigger; Customer would like to have a message informing him that DB re-open phase has completed. The equivalent FP function provide such a message.
