Cleanup of Disconnected OTMA Clients.

OTMA can have a maximum number of 255 clients after which new connections are rejected.
The count includes also NOT DEFINED DISCONNECTED clients.

Based on the actual design an IMS COLD start is needed to clean up those clients.
This allows clients to connect and re-connect to OTMA with the same XCF member without the need of going through the IMS "client creation" process and quickly submit transactions to IMS.

On the other hand a COLD start can be a problem in environment where this cannot be done at wish or during critical situations.

IMS should be enhanced to provide a way to clean up at least DISCONNECTED clients in a more soft way

One option could be a new TYPE2 command that would also be of great help on specific critical situation without even restarting IMS.
A command could work on a specific client name or on all disconnected clients at once.
DISCONNECTED clients could also be cleaned up during an IMS Normal Restart avoiding the need of a COLD start.

Both these options will meet both the benefits of the actual design and help customer providing a better solution to handle their IMS environment.
