Expiration of Output Messages

Currently input messages to transactions can be expired with the use of EXPRTIME.
Output messages have no such option to expire old messages.
Having the option to expire old output messages, either globally or for specific Lterms or Tpipes, would be useful in keeping the message queue datasets clean, especially in shops such as ours that do a lot of asynchronous (ALTPCB) output, as well as simplifying operations.
