Task history should be available even when task history collection(ONDV) is inactive

It is not possible to view collected task history records, when the task history collection(ONDV) is inactive.

Both from 3270UI and classic interface it should be possible to access already collected task history records even when the task history collection(ONDV) is inactive.

We do not normally have task history collection active and only activate it on-demand.

When the desired information has been collected, we would set ONDV inactive again. 

But we are not able to access to recorded task history record when ONDV is inactive, we get:

KCPUI0005I Task History is not active for this region

or

 ONDV HISTORY                                         
+       >> OC0421: Collector not active <<

Enabling us to see the records while the ONDV is inactive would also enable us to inactive the ONDV, in order to prevent

omegamon to overwrite records(wraparound) that are required for ongoing diagnostics.
