Update code to allow logs in /CandleHome/kqi/logs directory to be written with different permissions

By default, the logs being produced under /CandleHome/kqi/logs by the Java process started by the IBM Integration Bus monitoring agent are being written with permission bit 666. As a result, we would like to request for an enhancement to the code where a parameter can be added to the IIB monitoring agent so that custom permissions can be set. This would be beneficial for customers that require the permission bits to be something other than 666. 

For example, our site has an audit requirement where the other class should not have write or execute permissions. This enhancement would benefit our site so that we can adhere to our audit requirements whenever a new log gets produced. Otherwise, it requires manual intervention on our end to change the permissions for new logs.
