Do not require password if client certificate provided for PCOMM-FTP

When a client certificate is used (like a PIV/CAC card) for identification to the FTP server then the client should not request a userid or password. The SSL/TLS session is done prior to the credentials and the server could determine the ID to associate with the certificate so there is no need for the additional credentials to flow. Currently the PCOMM FTP client requires the password even if the server is set to be optional.

    Not considering this. Rejecting the RFE due to age, and/or we do not have plans to implement this.
