Old JRE in Personal Communications

Personal Communications v12.x lays down Java JRE 8.0.0 as a convenience, but there is no mechanism to maintain this version to current standards. JRE installation must be optional during the install (and actually work correctly to not install it if you don't want it which it doesn't currently do per Engineering) and allow de-selection using the silent install mechanisms.

    This feature was delivered in version 13.0.1.

    The feature that is described in this request is a candidate for a future release, PCOMM 13.0.1, planned for March 2018.
