Add TLSv1.2 support to FTP client of Personal Communications

The Personal Communications FTP Client (as of level 6.0.16) does not support the TLSv1.2 protocol. The highest supported TLS protocol level is TLSv1.0 (see PMR 80620,033,724).
TLSv1.0 is outdated for a while. It lacks support for the various security enhancements that versions TLSv1.1 and TLSv1.2 provide.
Please add the support of the current protocol TLSv1.2 to the FTP client of Personal Communications.

With Personal Communications V 12, it is still true that TLSv1.2 cannot be used.
