New QUOTREM() builtin

There are times when both the quotient and remainder of a division are important, such as when working with times, where it may be far more convenient to work with minutes or even seconds, then directly with the unwieldy hh:mm[:ss] format.

    While this requirement is valid, based on our current plans and priorities for IBM PL/I for z/OS, it is not likely that this could be implemented in the next 12 months.
    Therefore this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future.

    This could be useful, but it might be if limited to FIXED and not allowed for FLOAT
