Add XDECLARE/XDCL and XDEFINE to declare/define sth. if it has not been previously declared/defined in the current block

Inspired by %XINCLUDE and the support of multiple %DCL of the same named variable in the MACRO preprocessor we would like to get XDECLARE/XDCL and XDEFINE (ALIAS, ORDINAL, STRUCT or STRUCTURE) statements:

- Based on the name the declaration/definition will be done only once for the current block.
- A new warning or error message will be issued, when a subsequent declaration/definition does not match with the first one.

    This is part of V5R2M2 - XDCL will be handled via its separate RFE

    In C there is UNDEF.
    UNDECLARE/UNDCL and UNDEFINE/UNDEF might be an even more flexible extension to PL/I than XDCL/XDEF.

    this would be good to have
