skip re-generation of unchanged egl source code wiht SDK

EGLSDK always re-generate egl source code which are listed in the command file.
Generating unchanged souce code is not necessary becauses it takes much more time.
It's a good idea behaving like Java SDK.

    In fix pack 7.5.1.5, we have made several improvements which significantly reduce the number of parts that are built in various scenarios, thus reducing the overall build time for large application systems. With these improvements, we do not believe that an implementation of incremental builds will be necessary to achieve the desired performance.
