Allow the E3270UI to add CICS regions to a MSL ahead of time, that is when the CICS region has never yet run.

New CICS region(s) cannot be added into any Managed System List (MSL) until the HTEMS is aware of the CICS region(s), aka the CICS region has to run for a while, connect to the TEMA and HTEMS before the CICS region name is shown and can be added to the MSL. After the MSL is then updated on the E3270UI the CICS region will display.

This requires someone to sit and wait for the new CICS region to successfully start, once displayed, add it into the MSL, and once the MSL is updated, verify the new CICS region shows for that MSL! In general this is done during down time and thus not at a convenient time!
