Add a "conditional record hold" function that allows the coder to specify the maximum number of waiters for this record.

In an effort to avoid record hold bottlenecks, rather than blindly issue a FIWHC (which can result in a lengthy wait queue), would it be a better idea to invent a conditional FIWHC equivalent that would allow the programmer to specify the maximum RHT wait queue size and: 1) perform the normal FIWHC if the number of waiters was below the specified maximum; or 2) return to the application with the count of waiters in the RHT.  If #2, the application could then decide what action to take instead of adding to the bottleneck.
