Increase NVP block size

We anticipate sending 40-100 NVPs including NVP metrics. As such, we are concerned that the maximum size of the name value pair area of 4k may be too small at this time.

    From the IBM TPF Lab:
    A reminder that we need answers to these questions before we can proceed with this idea:

    (1) Are you planning for a single ECB to have 40 - 100 NVPs? Or are you planning to have 40 - 100 unique NVPs in use across all ECBs at any one point in time?

    (2) Do you plan to set the NVPs and then forget about them? Or, do you plan to programmatically query the NVPs at various points in an ECB's life? If you plan to query the NVPs, how often do you expect a query to be done? Once per ECB? 10 times per ECB?

    (3) How many NVPs do you plan to send through RTMC? Are these horizontal NVPs or vertical NVPs?

    (4) What size are the NVPs? How many bytes is the name? How many bytes is the value?

    (5) What timeframe do you expect to use the 40 - 100 NVPs?

    Some additional questions from the IBM TPF lab:
