Trigger Interval Parameter for zTPF MQ Manager

Provide the ability to define a Trigger Interval (TRIGINT) for the IBM Websphere MQ Queue Manager in z/TPF. This feature allows z/TPF to alleviate problems related to trigger type FIRST which is currently only activated when the queue starts out empty. Issues include, but may not be limited to, the following:
• An MQGET must be done on an empty queue to activate the trigger before its first use.
• The triggered application ECB dies prematurely leaving the trigger message on the queue. The trigger will not reactivate because the queue is not empty and can result in a large backlog of messages. Clearing the queue is not a viable option since it violates MQ's guaranteed delivery.
