HP zTPF systems have a few global fields that contain next Spring and Fall time change day. Tens of Sabre APPS use these fields along with today's date (@U1DAY) to determine if today belongs in DST or not.

It is hard to pursue Sabre to change their code to use, for example, CINFC CMMDST to determine DST is ON/OFF. So I had better support existing fields and make them changed at the exact moment when ZATIM DST ON/OFF take an effect (0200 am). We want space in BSS clock record to save these values about 20 to 30 bytes.

    Based on resources and priorities, IBM does not intend to implement this in the foreseeable future. NORM state time change is recommended.
