Alternative MAXDUMPT control for manual dumps

MAXDUMPT introduced by PJ46025 does not apply to catastrophic dumps but does apply to manual dumps. Taking manual dumps is usually a planned activity and likely the content is required/or possibly required.
We would be told if a manual dump was truncated which would mean we could adjust MAXDUMPT and take another dump if necessary, but if we had a different control for manual dumps, users could ensure that manual dumps were never subject to truncation due to dump duration.

Worth noting, and what makes this RFE LOW/MED priority, is PSW RESTART is a catastrophic so PJ46025 as delivered would not result in loss of data if a PSW dump was taken due to system hang .

    Based on resources and priorities, the IBM TPF lab does not intend to implement this in the foreseeable future.
