Specifying user option -u for cicsadmin utility

1. BoC customer expects to specify user on this command cicsadmin utility for user security consideration. For example, they expect only administration user can do MAXSERVER/MINSERVER tuning in runtime by cicsadmin utility in production env, while the common user is forbidden to do such action by default.
2. BoC customer also expects to support NEWCOPY(*) for cicsadmin utility.

    This feature is already part of CICS TX on Cloud. Although its a useful feature, we have no intention to implement it within next release time frame. This requirement will still remain in RFE system, and if you feel this is still needed by you, kindly reopen.
