Allow an Explicit SYNCPOINT to trigger end event processing for MQ tracking.

Allow for an explicit syncpoint to signify the end of an event, as opposed to the next successful MQ Get or end of task for zAPM stats gathering.

This is required where a single CICS task may process multiple MQ messages, and the context of a single message being traced ends when both the Request GET & (potentially) the PUT to a response queue have been hardened with a Syncpoint.
