Whilst this requirement is valid, based on our current plans and priorities for IBM z/OS Connect Enterprise Edition, it is not likely that this could be implemented in the next 12 months.
In the meantime, it is worth noting that:
1) It is possible to remove the transcode field from the Service or API interface in the z/OS Connect EE API Toolkit
2) If the transcode field is required, then if malicious user specified a trancode in the JSON payload of the API that they are not authorized to invoke, this would be blocked by the SAF check during authorization to the program in IMS:

Correspondingly this requirement is being declined at this point. You have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
