Control Administration of specific CSDATA Segment Fields

This may be an Idea for RACF and the FIELD Class or  zSecure Command Verifier.

The requirement is for the ability of who can administer the fields in the CSDATA segment even the users that have SYSTEM SPECIAL.       The current FIELD class does not allow you to control who can administer fields in the CSDATA segment if the administrator has SYSTEM SPECIAL.      zSecure Command Verifier allows you to control administration of fields within a segment, except for CSDATA segment.  For the CSDATA segment it just controls who can administer the any field within the segment. 

We have created some fields in CSDATA that we only want an automated process to administer.   We do not want our normal access administrators modifying those fields.   There are no issues with viewing the fields, but just the modification of the fields.
