Visibility to current CPU use by user in RSED address space

From PMR TS003198624 (the new format is not allowed in the PMR field.)

With TSO, CICS, and Batch, I have visibility to see detail about TSO logons, CICS transactions, and batch jobs with our ASG-TMON monitors or other monitoring solution. Every now and then, one of our child IDz address spaces, like RSED4, seems to run away with CPU usage. With TSO, I'd be able to easily see which user is consuming the CPU in each environment and see what they're doing. Based on this, I can educate our development staff on efficient use of the product they're using. However, with IDz (RSED), I don't see who, individually, may be doing something that is causing this to spike as the spike is occurring. I do have a command like, F RSED,APPL=D P,CPU, but that really doesn't give me the visibility I'm looking for. It lists accumulated CPU time which is not a metric I can use to diagnose point-in-time issues. This hinders availability for other users, my ability to educate our developers, and the ability to identify and stop whatever task is causing the issue. More visibility of individual tasks, CPU rate, IO rate, etc. should be given to allow for better management of the product.
