Enhance functionality for SA's E2E automation

Enhance functionality of SA's E2E Automation so that the E2E Manager knows about requests of a local Automation Manager and thus is enabled to show correct Status of a referenced resource.
The REF-resource's Status on the E2E Manager System should reflect STOP-votes that have been injected by the local System the resource is running on. By now the E2E Manager does not know that the local Automation has stopped the resource and tries to start it up again, which will not happen as local Automation overrules the start-request sent by E2E Automation. This results in a BUSY-state on the E2E Manager side and the resource remains in Status INAUTO.
The E2E Manager should be capable to receive more and accurate Information from other local SAz Domains so that a valid Status is shown on the E2E Manager side, too.
