Enhancement for reporting functions so that Job_History reports capture all instances of a job and not just status during the time that the old current plan is archived

The Job_History report that is part of the DWC predefined management reports should be updated so that it captures all instances of a job's history.  The way this report works currently is that it only captures the status of the job during the time when the old current plan is archived.  So, for example, if a job failed in the night and was restarted and ran successfully before the current plan is archived, it will not capture the fact that the job abended and will only see that it ran successfully.
