Show all external dependencies in one panel

At operation level, all external dependencies including the new application dependencies should be listed. The new application dependencies prevent an operation to be started, this should be visible in one panel, else the user must always check for operation dependencies AND application dependencies.

Use case: Not all external predecessors (from operation and from application) are shown within the same panel. Today in the ISPF dialog in the panel where you find all external predecessors defined for operation you cannot see that there also be might external dependencies defined for application. And in the panel where you find all external predecessors defined for application you cannot see that there also be might external dependencies defined for operation. It is error prone and time consuming always to look in two different places to get all dependencies for an operation  warning message for global re-starts
