Improve dynamic scheduling, with scenarios driven by unplanned workload

Dynamic scheduling is increasing and unplanned applications cover a big piece of daily workload.
Following scenario is currently supported in IBM Z Workload Scheduler.

A job in an application has an external predecessor, defined using a relative interval and Control as Mandatory dependency resolution.
The Predecessor application is not in the Current Plan or in the Long Term Plan, so that a Mandatory pending predecessor is created.
Later the predecessor application is dynamically added in the CP and the mandatory dependency is resolved. 

On the contrary, if the predecessor application is added by a later Daily Plan, the mandatory dependency is NOT resolved.

We would like to have this dependency resolved even when the predecessor application is added via Daily Plan.
