    Create AORULE special DD to enhance AAM tracing for storage admins

    A new special DD like AORULE can improve overall product value. It should not be subject to whether MESSAGES are enabled and provide more meaningful information to allow storage administrators to understand AAM logic flow in RULEDEFS.

    Offline VOLSERs should not impact NOT_CATLG_2 processing

    When processing NOT_CATLG_2 if the cataloged VOLSER for the old dataset is offline AAM can get an error attempting to scratch the catalog entry. AAM should be able to either proceed with normal NOT_CATLG_2 processing or take a different action.
