Provide a mechanism to clone a change package. The cloned package will inherit from the donor package, attribute values (e.g. Description, External Reference, etc) and packaged resources and commands, but not history or state information (e.g. Ready state, Approval states). The donor package remains unchanged. The cloned package appears like a new change package that is prepopulated with resources and commands.
