Create a Data Set Commander Messages Manual

Currently if there are Data Set Commander issues, it is difficult to find the DSC messages explanation and some of the messages can not even be found in IBM site or via Google. It is important to have an up-to-date messages manual to be available.

Add a feature for clearing line numbers from datasets in ISPF

The idea is add a NUMS CLEAR to the ISPF command set. Basically this would shut NUMS and clear any of the numbers that were already put in place.

DSC delete vsam should use FM if installed

When DSC is configured to use FileManager, DSC should use FM to rename a vsam file and not generate the following: IQIP998 Rename does not support VSAM files.
