Improve the ELAD message more accurate in EGL V8

EGL V6 has more accurate ELAD message, such as V6 provides more details for SQL error in ELAD. But EGL V8 doesn't include as much details as EGL V6 in ELAD. Improve the EGL V8 ELAD message to EGL V6 level.

add Project name, Package name and your versions on COBOL and JAVA Source

when the COBOL and JAVA is generated from the EGL, add comment in the source of the project, package, version and date/time of the created of the EGL source location of the program and all function.
