In HACP/EE with imbedded HOD 15.0, allow userids that have ADMIN authority be able to add that id to groups setup via the ADMIN console.

Currently, if I setup a group, being the an admin the product doesn't allow me to add my ID to that group. In smaller configurations this ability is needed.
