Supporting complex conditions in AT STATEMENT break points for COBOL programs

Complex conditions in break points are implemented in debugtool. However according to PMR 53055,003,756 they are not supported for COBOL applications. Please support those for COBOL, it is an exceptionally useful feature for a debugger.
