IDz 15 capability reduction configuration switch

Similarly to the option -DdisablePersonalizationQuestionnaire=true we need an option like -DdisableCapabilityConfiguration=true to disable the new functionality in IDz 15 that configures which capabilities are enabled when the workbench is started.

Blockmode in IDz editors

In PL/I (and properbly Cobol) editors the blockmode-function is very slow if you select say 500-800 lines. If you pass about 1000 lines it will just hang IDz.
