TPF support of HPF under VM

TPF Support of new dasd features on non RCS dasd

Dasd features such as Prefix ccw's, HPF and HPAV are only supported by TPF on DASD with RCS. RCS is no longer needed and should not restrict our use of the features available on the dasd.
