Add support for the usage of symbolic links for USS Path

I would like to have the ability to use symbolic links under USS Control > Process Command/Path in the System Automation Policy Database to remove the need for submitting a policy database build and configuration refresh if the path is changed.

Quiesce CICS before shutdown
