Support running 64-bit program objects (load modules) with mvscmd

Running 64-bit programs is needed since 64-bit C/C++/COBOL compilers have been available.

Please consider enabling all of the ported tools included with the Open Enterprise Foundation for z/OS to be zIIP capable. This will encourage their use while providing greater capabilities for the OEF customers.

OMEGAMON CICS Exit KOCOME00 always returns RC=0 for XMNOUT exit. It should return the previous exit program's RC if it's greater than the OMEGAMON exit's RC.
