Modify the Access Requirements to Install and Support the Software to minimum Level Required Rather then SYSADM.

SYSADM access is too broad for an Application to need. This will allow for better usage and support then having to hand off tasks between areas for installs, adding components and maintenance.

Provide TS7700 BVIR support

The latest VTS technology does not use SMF type94 records for VTS monitoring/performance. Instead, BVIR records exported from the clusters are extracted. Need to be able to load these records for VTS activity and other information.
