Expanded coverage of RULES(NOELSEIF)

We wonder why RULES(NOELSEIF) can so easily be bypassed just by adding a DO and END statement, see lines 29.0 and 30.0 compared to line 14.0 in the listing of the Use Case. We like to get the IBM2425I error message issued for line 29.0 or 30.0 too,

Data Set Commander for z/OS - Title User Key Override

Add FTPS support to Toolkit RSE

Due to Qualys scans, we are getting hit for having unsecured FTP connections on TPF. Visa has added FTPS support for TPF, but we would like to add support in Toolkit RSE to be able to connect to TPF over this type of connection.
