Support IDOT definitions at CTL/CAT dump level

ZIDOT does not allow you to associate an override with all CTLs dumps, or all Catastrophic dumps. There are times when we want to add the same storage override to any catastrophic dump but not to all CTL or OPR dumps with SYSDUMP =YES.
