Add functionality to remove/delete keys in PRE_ACTIVATION STATE

Request to add the functionalty that will enable the removal/deletion of keys that are still in pre_actiovation mode. 1. Adding this functionality will allow completely removing the key in pre_actiovation state from the database and allow key lebal name to be reused, since a key in pre-activation state does not exists in the CKDS. Additionally, keys have not been activated and installed. 2. How should it work: When a key in pre-activation state is selected, there should be an option labeled REMOVE. This option can then be slected to completely remove/delete the key in pre-activation state.
