Facility to monitor the LACB/LACBE usage for CICS

The number of IRC and IRC XM LOGONs are limited per SVC per LPAR after which no more CICS regions are able to register. There is a need for some facility/tool/command to monitor the usage of related control blocks especially LACB/LACBE.
