Support Passphrase and CA-TopSecret messages

Currently passphrase is only supported via SAF. SAF when used with CA-TopSecret does not return important messages to user. Current exit for CA-TopSecret (KLSTSNEV) hasn't been updated since 1996 and doesn't support use of passphrase.

The Admin should not be allowed to view the usersession without the user being informed or asked

When the Administrator starts Monitoring a user he has the Option whether or not to ask the users permission . The user would always be asked and the Administartor would not have the Option to Monitor without the users permission.
