Allow changing the number of lines when loading with pdsUtil

When reloading a PDS member on a ZDT disk the source and target must have the same number of rows This is blocking when you have to customize a PDS member by increasing the number of rows you can not reload this member.

Obtain a utility like pdsUtil for de sequential DATASET

ZDT comes with a pdsUtil utility that allows PDS modification out of the run of the ZDT instance.That is, it allows the modification of PDS directly on the image file of a disk.We have the same need on a sequential file.
