Support for calling Non-LE OS 31 linkage from xlclang++ in 64 bit mode.

Allow calling existing legacy Non-LE OS 31 from xlclang++ in 64 bit mode. Allow the generation of the OS 31 parameter list. It is the responsibility of the caller to make sure addresses and memory are below the bar. The compiler merely generates OS31 or OS64 parameter list based on #pragma or compiler switch.
