We have investigated this request.
For the Metal case, we don't think its feasible since it implies a runtime locale support. It is already present on LE through the locale services through POSIX and C locales. If a computer translation services (ex. English to French translation of a message) is what's required, that is a much wider problem that goes beyond the compiler and runtime.
For the above reasons, this RFE is being rejected.
This RFE is still being investigated and requires more time.
