CICS IA Configurtion clist should allow the DUMP HLQ to be specified

CICS IA 3.2 provides the ability to dynamically allocate a dump dataset if a data space failure occurs. The default HLQ is 'DUMP'. This can be overridden at runtime from the CINT CIU300 Region Global Options menu however a critical diagnostic dump may not be captured if the user is not vigilant in proactively specifying a valid DUMP HLQ value.
