Runaway detection of looping TRUEs (specifically DB2)

CICS 2.2 APAR PQ67892 changed DFHERM so that time-out detection for runaway tasks will always be inhibited for a task running within a TRUE. One runaway SQL task can cause high CPU usage and a delay for all other DB2 threads within a CICS region. This delay causes the CICS region to eventually hit max task and hang the entire region. Manual intervention is required to identify the runaway SQL task and purge the thread in DB2/CICS.
